President Stokes Approves Minor Revisions to Three Policies and Delegation

On October 29, President Stokes approved minor revisions to three administrative policies and a delegation of signature authority, using an abbreviated process for policy review. Under Section 5.1 of the University Administrative Policy (UAP) 1100 (“Development and Approval of University Policies”), “If the Director of University Policy and Administrative Planning determines that proposed changes are minor in nature and either required by regulatory changes or necessary to conform to current practices, an abbreviated policy revision process may be used.” Descriptions of the changes are provided below.

UAP 2635 ("Payroll Deductions, W2s, and Tax Reporting")

  • To avoid adverse tax consequences due to federal tax law changes, effective August 1, 2018, UNM stopped allowing payroll deductions for parking permits to be treated on a pre-tax basis. The policy revision reflects UNM's change in practice.

UAP 4320 ("Purchasing Goods Off Campus")

  • In response to an Internal Audit report on the IRS accountable plan, the policy was revised to make it consistent with recent revisions to UAP 4000 ("Allowable and Unallowable Expenditures").

UAP 6250 ("Vending Machines")

  • This policy had not been revised in 14 years and titles and practices were updated.

Revised Delegation of Signature Authority for Contracts - UAP 2010 ("Contracts Signature Authority and Review") Exhibit B1

  • The Chief Procurement Officer requested revisions to existing delegation 23A under UAP 2010; the revisions replace a list of individuals holding specific positions with their titles and add an additional position.
