President Stokes Approves Two Revised University Administrative Policies

December 11, 2023

President Stokes has approved revisions to two policies in the University Administrative Policies and Procedures Manual, UAP 3700 ("Education Benefits") and UAP 4020 ("New Employee Relocation Allowance").

UAP 3700 (“Education Benefits”)

The policy was revised by the Division of Human Resources. This policy has been significantly revised in an effort to attract and retain employees, and to provide consistent tuition benefits for out-of-state employees, in accordance with UAP 3245 (“Remote Work”).  A highlight of the revisions is listed below.

  • Provides for alignment in eligibility between Employee Tuition Remission and Dependent Education.
  • Eliminates the requirement of 1-year of prior employment for Dependent Education eligibility.
  • Includes eligibility for post-doctoral fellows with a minimum 3-month contract and 0.50 FTE.
  • Removes benefit ineligibility based on employee and dependents of eligible employees with a hold on their Bursar’s account.
  • Removes language that limits non-credit professional development to courses that are only job related, or related to a UNM job for which the employee may reasonably aspire.
  • Updates the tuition charged to eligible employees to be equivalent to the in-state tuition rate.

UAP 4020 (“New Employee Relocation Allowance”)

Minor policy revisions were recommended by the University Controller and Payroll Department to clarify applicability in Section 1.0 General, and to better define procedural differences between “new employee relocation” and “candidate recruitment expenditures”.
