Six University Administrative Policies Available for 30-Day Review and Campus Comment Period

Six existing policies in the University Administrative Policies and Procedures Manual are now available for a 30-day review and comment period.

The all-campus review and comment period closes on May 18th, 2025.

UAP 2205 (“Minors on Campus”)

  • Adds and expands definitions of “Campus Security Authorities” and “University Program”, and provides for exclusions.
  • Broadens the scope of “Authorized Adults”, to include those who might have unsupervised interactions with Minors.
  • Obligates all Authorized Adults to report suspected abuse or neglect, and includes step-by-step contact information for law enforcement and CYFD.
  • Clearly defines Authorized Adults as “Responsible Employees” under Title IX (UAP 2740), and Campus Security Authorities (CSAs) under Cleary Act (UAP 2745).
  • Requires all Authorized Adults to submit signed Code of Conduct Acknowledgement.
  • Requires that background checks covering sex offender registry, state/federal criminal history, and abuse/neglect be approved within 12 months prior to program commencement, annually.
  • Requires agreements, certifications, codes of conduct, releases, and checklists to be approved and uploaded by UNM units to www.loboyouth.com before program commencement.
  • Allows for self-medication or parent-administered medication, and establishes new rules on traveling with Minors, and pick-up by parents or guardians.
  • Requires that all contracts be submitted at least 4 weeks in advance, with proof of at least $1 million in general liability and SAM coverage.
UAP 2615 (“Non-Standard Payment Processing”)
  • Allows for lump-sum payments to employees who are eligible for hiring incentives.
UAP 3410 (“Sick Leave”)
  • Adds mental and emotional wellbeing as an authorized use of sick leave.
  • Removes the limit of up to 2 days for use of sick leave to extend bereavement leave.
  • Adds placement of foster children who will be under the care of an eligible employee for a minimum of 6 months, to Parental Leave.
  • Allows for use of available sick leave to supplement unpaid FMLA leave.
UAP 3415 (“Leave With Pay”)
  • Under Section 3.4 Death in Family and Bereavement, authorizes eligible employees to receive paid leave for absences due to loss of pregnancy.
  • Increases paid leave for absences due to bereavement to 5 working days.
  • Allows for bereavement leave to be taken intermittently.
  • Adds the ability to request the use of Sick Leave to extend bereavement leave, or the ability to request use of Leave Without Pay if an employee has an insufficient annual or sick leave balance.
  • Aligns the definition of “Immediate Family” with UAP 3410: Sick Leave, AND adds 1st cousins and legal guardians to the definition of “Immediate Family” for bereavement leave.
UAP 4030 (“Travel Expenses and Per Diem”)
  • Revises the policy title from “Travel” to “Travel Expenses and Per Diem”
  • Provides new rules and clarification on unused flight credits, ride share, and chartered transportation.
  • Establishes new rules for required documentation: Receipts of less than $25 are no longer required to be submitted.
  • Adds new section for travel in relation to remote work.
  • Emphasizes and outlines the responsibility of the traveler.
  • Provides clarifying language and updated guidance throughout the policy based on current rules and regulations.
UAP 7710 (“Property Management and Control”)
  • Removes the requirement of asset tagging on computers, laptops, and similar devices with a cost of $5,000 or less, in alignment with State statutes. Allows for optional asset tagging of computers with a cost of $5,000 or below.
  • Updates the department name from Inventory Control to Property Accounting throughout the policy, in accordance with changes in University structure.
  • Clarifies language and updates policy throughout for more consistent language, specifically with the terms Property, University Property, Inventoried Property and Non-Inventoried Property.
