Two University Administrative Policies Available for 30-Day Review and Comment Period

Two policies in the University Administrative Policies and Procedures Manual are available for a 30-day all-campus review and comment period.
Please submit your comments by close of business April 5th, 2026.
The proposed revisions to UAP 2205: Minors on Campus and Youth Protection are important to help clarify expectations for both internal and external organizations. Additionally, please note the recommended change to policy title to include "...and Youth Protection". Redlined and clean copy versions, and a document answering Frequently Asked Questions (FAQs) have been provided for your review.

- Policy Title – Updated to include Youth Protection
- Applicability - Created applicability statement to include all stakeholders affected by the policy’s requirements
- Updated Definitions
“Authorized Adults” – reworded for clarity
“External Organization” – included exceptions for public areas
“Minor” – exempted students accepted to enroll at UNM
“Program Leader” – added clarification on responsibilities
“University Program” – expanded exemptions to the definition to support enrollment events
“Visiting Group” – added definition to clarify the responsibilities for parents, guardians, and chaperones of minors on campus.
- Exemptions - Added exemptions to the policy to define boundaries
- Visiting Group Requirements - Added responsibilities of University Personnel and Visiting Group parents, guardians, and chaperones
- External Organization Requirements – Clarified language and updated to include current liability and insurance requirements for External Organizations
- Affirmative Accountability for Minors in University Programs - Added requirements for University Programs to maintain accountability of Minors during activities
- Background Checks for Authorized Adults - Expanded background check requirements to any Authorized Adult that interact with minors within an activity
- Emergencies - Updated to include current date emergency management information
- University Guests Who Are Minors – Updated and clarified expectations for minors, their access to campus, and establishing requirements for parents, guardians, and chaperons to follow the visitor code of conduct
