Regents' Policy Manual - Section 2.8: Visitors to the University

Applicability

This policy applies to all persons on University campuses who are not students, administrators, faculty employees, staff employees, and/or Regents of the University.

University Principles

The University "is dedicated to providing reasonable access to campus visitors and community members in accordance with state and federal laws as well as University policies and procedures."

Policy

The University acknowledges and affirms the rights of visitors to the University campuses under the federal and state constitutions, including the First Amendment to the U.S. Constitution and, to the extent applicable, due process rights. However, it shall be considered an offense against the University for any visitor to engage in conduct which poses a health or safety risk, adversely affects the University's functions, disrupts community living on campus, destroys or damages University property, or interferes with the rights of others to pursue their education, to conduct their University duties and responsibilities, or to participate in University activities. No visitor shall remain on University property if directed to leave that University property by the chief administrative officer of the campus or facility, or an officer or employee designated by the chief administrative officer to maintain order on the campus or facility, upon the reasonable determination by that officer or employee that the visitor is committing an act that is interfering with the peaceful conduct of the activities of the campus or facility or has entered the campus or facility with the purpose of committing any such act. Such conduct is prohibited and can lead to disciplinary action, including expulsion or barring from campus, or arrest by law enforcement when the offense occurs on University premises, as part of a University-sponsored event, or in connection with University activities. The Regents condemn such prohibited conduct and condemn conduct that includes discriminatory, stereotypical, and derogatory speech targeted at one or more individuals based upon their actual or perceived shared ancestry or ethnic characteristics, citizenship, or residency in a country with a dominant religion or distinct religious identity. 

Implementation

The University President shall promulate administrative policies as may be necessary or appropirate to implement this policy. To this end, the Regents approved adoption of a "Visitor Code of Conduct" which is published in the Pathfinder. The Code specifies which types of conduct may lead to disciplinary action and the sanctions for such conduct.
