Regents' Policy Manual - Section 8.1: Special Use of University Facilities

Applicability

This policy applies to the special use of all facilities owned and operated by the University.

Policy

University facilities are primarily for the use of University organizations and departments. Regularly scheduled events and classes have first priority for use of University facilities. Under certain conditions, University facilities may be rented to non-departmental users and enterprises not directly connected with the University and this is considered a special use of facilities. For purposes of this Section, the term “non-departmental users” includes persons, current employees of the University acting outside the course and scope of their University employment, and a group, association, corporation, or other combination of individuals that is neither an academic nor administrative department of the University. The term “non-departmental users” also includes but is not limited to, private corporations, non-profit organizations, unincorporated associations, and University-recognized student organization, including ASUNM, GPSA, chartered student organizations, sponsored student organizations, and affiliated student organizations, sponsoring any one or more of the foregoing entities or enterprises.

Any reasonable request for special use of University facilities by non-departmental users will be considered.  In determining an appropriate rental rate/security fee to be charged to non-departmental users, the University will use objective criteria applicable to all such events that is unrelated to the viewpoint or content of the event. 

Implementation

The President shall adopt administrative policies and procedures to implement this policy.
