President Frank approved revisions to seven policies in the University Administrative Policy (UAP) manual that pertain to sponsored research, using an expedited review process to comply with the July 1, 2015 effective date of federal regulatory requirements.  As reflected in these  policy revisions, the Office of Management and Budget (OMB) has combined eight circulars, including OMB Circular A-21 ("Cost Principles for Educational Institutions"), into one new set of regulations that is referred to as the Uniform Guidance.  References to OMB Circular A-21 in the policies have been replaced with references to the new Uniform Guidance.  

One of these seven policies had not been revised since 1998, and the others were last revised between 2004 and 2008.  Accordingly, we took this opportunity to update titles and descriptions of University practices, and to reflect other regulatory changes that occurred during the intervening years. 

The seven revised policies are as follows:

• UAP 2400 (“Cost Accounting Standards”)
• UAP 2410 (“Accounting for Federally-Defined Allowable and Unallowable Costs”)
• UAP 2425 (“Recovery of Facilities and Administrative Costs”)
• UAP 2430 (“Cost Sharing on Sponsored Projects”)
• UAP 2450 (“Cost Transfers”)
• UAP 2470 (“Sub-Award Administration”)
• UAP 2485 (“Over-Expenditures, Losses, and Gains on Contracts and Grants”)
