Regents Revised Eight Policies

March 15, 2016

On March 14, 2016, the Board of Regents revised eight policies in the Regents' Policy Manual (RPM). The Regents made these changes in order to streamline, enhance, and improve University operations; clarify governance and reporting structures; and assist the members of the Board of Regents in fulfilling their fiduciary duties to the University.

Specifically, the revisions eliminate the Health Sciences Board of Directors as a separate board and return the governance model to a Board of Regents' standing committee (as it was prior to December 2010). The standing committee is to be called the Health Sciences Center Committee.  The UNM Hospital Board of Trustees remains as is. Under the revisions, the Chancellor for Health Sciences is designated an executive vice president who reports to the University President. Separately, President Frank affirmed that the Chancellor shall continue to serve as the chief executive officer of the Health Sciences System. The eight policies that were revised are:

  • RPM 1.2 ("Structure of the Board of Regents")
  • RPM 2.16 ("University Counsel")
  • RPM 3.1 ("Responsibilities of the President")
  • RPM 3.3 ("Appointment and Termination of Key Administrators")
  • RPM 3.4 ("Health Sciences Center and Services")
  • RPM 3.5 ("UNM Health Sciences Center Committee")
  • RPM 3.6 ("UNM Hospital Board of Trustees")
  • RPM 7.8 ("Signature Authority for Contracts")

Redlined (or track changes) versions of the policy revisions can be viewed in Tab 19 of the e-Book for the March 14, 2016 Board of Regents' meeting.
