January 5, 2018
On January 4, 2018, Interim President Chaouki Abdallah approved minor revisions to three policies. In that these changes were minor, they were approved through an expedited process rather than the formal policy review process. The revised policies are:
UAP 2010 (“Contracts Signature Authority and Review”)
The policy and two of its exhibits were revised as part of a broader effort to ensure that employment contracts (in particular, staff employment contracts) are executed with proper signature authority. The general authority for signing employment contracts is provided within the body of UAP 2010 in Section 4.4. In Delegation 5 of Exhibit B1 (for Main Campus and branch campuses), the University President sub-delegated signature authority for staff employment contracts to the President's Chief of Staff, the Senior Vice Provost, and the Vice President for Human Resources. In Exhibit B2 (for the Health Sciences Center), the Chancellor for Health Sciences sub-delegated signature authority for staff employment contracts to the Senior Executive Officer for Finance & Administration, HSC.
Additionally, to conform with current practices, signature authority for staff employment contracts was decoupled from signature authority for offer letters.
UAP 2550 (“Information Security”)
The Campus Security Officer revised the policy to reference a new federal requirement on controlled unclassified information, and to update information for the Information Security & Privacy website.
UAP 4325 (“Purchasing Services from Independent Contractors”)
The Purchasing Department updated the policy to reflect the current process for completing a Service Provider Questionnaire to determine whether an individual is an independent contractor or an employee.
